IMPERIAL LEGISLATION, DIRECTIONS AND LOCAL LAWS
PRIOR TO SEPARATION OF QUEENSLAND

1838 Police Act 1838 (NSW) - authorises the marking out and proclaiming of streets as 'public places' in terms of certain local laws to facilitate proof and magisterial jurisdiction to keep order in towns. 
1842 An Imperial Act incorporates the City of Sydney
Imperial legislation allows gazettal of other local government areas by Governor-in-Council
1855 Constitution Act 1855 grants self-government to New South Wales and authorises executive action to form a separate colony
1858 Municipalities Act 1858 (NSW) provides for formation of local government areas known as boroughs and municipal districts
1859 Letters Patent (6 June 1859) gives executive direction to NSW Governor Fitzroy to form the Colony of Queensland
Letters Patent (10 December 1859) concerning holding of elections and formation of a legislature in Queensland

QUEENSLAND

1859 SEPARATION OF QLD – Laws in force in New South Wales remain in force in Qld until repealed or amended by the Queensland Parliament
1860-3 Ipswich, Toowoomba and Rockhampton incorporated in 1860: Maryborough and Warwick, in 1861; and Gladstone, Bowen and Dalby, in 1863 under the Municipalities Act 1858 (NSW)
1864 Municipal Institutions Act 1864 (Qld) – extended functions of local governments in urban areas, gave powers to make by-laws and identify wards as subdivisions of local government areas
1878 Local Government Act 1878 – initiated in parliament by Samuel Griffith - 
1879 Divisional Boards Act 1879 – initiated in parliament by Thomas McIlwraith - Aimed at bringing all unincorporated areas under a form of local government - local government areas declared by proclamation - cities, boroughs, shires and divisions
1885 Undue Subdivision of Land Prevention Act 1885
1896 A Royal Commission appointed to enquire into local government recommends amalgamation of the two parallel systems of local government in Queensland
1902 Local Authorities Act 1902 – Local government consent required fat s.76 for new roads shown on plans to be deposited in the Titles Office - 
1915 Election of the Ryan Labor Government 
1920 Introduction of adult franchise and three yearly elections
1924 City of Brisbane Act 1924
1925 Introduction of 'Greater Brisbane' combining 24 former cities, towns, shires and divisional boards
1927 Royal Commission into local government boundaries

City of Mackay and Other Town Planning Approval Act 1934 - first town planning legislation in Queensland - 

1936 Local Government Act 1936 – a major consolidation of local government law in Queensland. The Act at s.33 covered subdivision of land 
1959 City of Brisbane (Town Plan) Act 1959 - 
1961 Election of Clem Jones as Lord Mayor
1964 City of Brisbane Town Planning Act 1964 - repeals the 1959 Act establishes the Local Government Court
1965 16 December 1965, Order in Council approving a town plan for Brisbane made under provisions of the City of Brisbane (Town Plan) Act 1859
21 December 1965, City of Brisbane Town Planning Act 1964 commences by proclamation - First town plan for Brisbane commences operation
1966 22 January 1966, a judge appointed to form a Local Government Court 
1967 A. L. Bennett QC, Report of the Brisbane City Council Subdivision and Development of Land Commission 1967, (Brisbane: Queensland Government Printer, 1967)
1969 Formation of the Queensland Conservation Council as a peak body of environmentally-conscious groups in Queensland. See Queensland Conservation Council History
1971 18 February 1971, Order in Council made under provisions of the City of Brisbane Town Planning Act 1964 approving amendments to the town plan of Brisbane
Passing of the State and Regional Planning and Development, Public Works Organization and Environmental Control Act 1971 that covered problems of economic development, public works planing and environmental protection. 
1973 24 September 1973, High Court decision in Scurr v Brisbane City Council (1973) 133 CLR 242 - holding that the Brisbane City Council could not lawfully decide an application  under the City of Brisbane Town Planning Act 1964 without strict compliance with s.22 concerned with advertising of town planning applications for public objection
1978 Environmental Impact Statements (EIS) - formerly a responsibility of the Coordinator General under the State and Regional Planning and Development, Public Works Organization and Environmental Control Act 1971 - became the responsibility of individual departments

1990 Local Government (Planning and Environment) Act 1990 - (now repealed by the Integrated Planning Act 1997 (IPA) at 1990, s.6.2.1 - The 1990 Act established the Planning and Environment Court to replace the former Local Government Court and IPA at s.4.1.1(1) continues existence of the Court
1991 Local Government (Planning and Environment) Amendment Act 1901 No1 and No2 -

1993 Local Government Act 1993 includes providing for community participation in the local government system as one of a number objects of the Act at s.2
